A recent Enquirer analysis revealed between Jan. 1 and Dec. 15, 2009 the county jail released more than 20,000 inmates because of overcrowding. It cut 501 inmates' sentences short and told another 1,473 to come back later to serve their time. Some went back, some didn't. The jail turned another 18,231 accused criminals away immediately after booking pending their court dates, a practice termed a "process only" release.

Normally, all of those 20,205 people would have been held. But there was simply not enough room in the 1,472-bed jail system. This is just one (1) county jail in the Cincinnati area.  There are 3141 counties across the United States………….where are all these criminals?  And where are they working?
